I love the Culture series. And I love that Spaceships name themselves, and those names are very special like “Anticipation Of A New Lover's Arrival, The“. or another spaceship named itself “Unacceptable Behaviour“ , “I Blame My Mother” and “I Blame Your Mother". And there even much more crazier names

GSVs don't reach the scale of planets. You would need an orbital or sphere for that. The System Class, the largest one, is like 200km long. Also, it's pretty telling how massive they were and how much stuff they had that one is basically comparable to a fleet or one of the largest GOU, and could in fact just produce one in a very short time.

Ummm...the Culture is NOT The Federation from Star Trek (though there *are* similarities - the Culture would be like the Federation after a few thousand years maybe) anyway the Culture does NOT have a non-interference policy with more "primitive" societies like Trek's Prime Directive - quite the opposite, the Culture DOES interfer behind the scenes to enlighten a backwards planets, via their "Special Circumstances Unit" "Contact" division, ala "Dirty Tricks" - especially attracted to worlds where they find inequality, slavery, sexism, racism, racism, war, caste systems...with them goal of eventually inviting them to join the Culture eventually. Except a few times this has failed and failed massively, due to the Culture arrogance in thinking that they fully understand a "primitive" society's psychology...but having failed to notice a big issue right under their notices...twice leading to devastating wars, one was a bloody cast war and civil war among a race they thought they were helping, and the other was Galaxy wide war involving the Culture that killed trillions of sentient beings and destroying several worlds and several Culture Orbitals.

It's a bit slow, but it isn't boring. Nice steady world-building.
