The beta is absolutely a buff. Less ticks to do full damage means it easier to land a sweetspot.

Beta does same damage but knocks down way faster. Ergo no longer can do mega combos with team but you also don't have to hold beta for eons to do full damage. A buff for solo queue a nerf for teams over all a good change. But this is saying on someone without any hits on em looks like if they have any daze built up it only hits once doing way less damage.
