Rubber tires are almost universal in car kits. Aircraft modelers hate rubber tires but car modelers love them for their realism. The minor flash is sanded off with 100 grit sandpaper. In fact the treaded surfaces are sanded even when there is no flash present because it makes the car look like a real car that has been driven.
