Settra's best lore, lets face it, is his last. That after getting clapped by Nagash, and getting a power boost... at the point where he was going to win, chaos decided to yell out "Kill him!" And being Settra, rather than doing that (he was going to anyway), his ego comes front and center. Because lets face it, Settra has two hidden titles. Settra lord of egos, and Settra the god damn house cat.

"I have a feeling Nagash was actually a good guy..." Tzeentch must be trolling the advisor, because Nagash's deeds makes Settra look like a saint. Heck, Settra may be a megalomaniac, but when he was fully alive Nehekara was super prosperous. Settra wanted his people to love him as much as fear him. Nagash just wants your bones without any backtalk.

Nagash was the good guy.... That's... Certainly a thought given the fact nagash almost killed everyone ever including the chaos gods like... twice And had Manfred as an ally in that battle... No one is the good guy when you have Manfred on your side
To play devil's advocate, Nagash was-in fact-still the bad guy. Nagash didn't give a damn about anyone, nor did he care about who he hurt. For all his ego, Settra did care much about Nehekara, even if it was for selfish reasons. He genuinely was a really great ruler who cared about his country, he was just a massive asshole along the way. But Nagash was still more of an asshole.
yes, I read the subtitle box gonna be honest, didn't expect you to type it all up, I expected you to copy-paste it one title at a time to make the boxes. also, to be clear on the scope of Settra's conquests, he did basically conquer what was, at the time for his civilization, the entire known world. Nehekhara is noted as both the first and the largest human empire to have ever existed (which is a rather stark contrast to it being smaller than the Empire and Cathay, and Cathay is noted as being the current largest empire). at its peak (under Settra's rule) it covered the entirety of the Southlands, the Badlands, the Border Principalities, Tilea, Estalia, at least a bit of Brettonia (at least far enough north to border Athel Loren), the World's Edge Mountains (I guess the Dwarfs were content to just stay underground), the Darklands (and Chaos Dwarfs were already a thing by this point so something must've happened there), and it at least partially stretched into the area that would become the Empire (to be specific it definitely stretched into the region that became Sylvania). those mountains that Settra stood on and despaired weren't the World's Edge Mountains, they were the Black Mountains, on the southern border of the Empire. they declined somewhat over the course of the 2 dynasties that came after Settra's death, and then Nagash happened. then there were 4 more dynasties of very slow rebuilding before Nagash happened again. then the Skaven of all factions actually ended up saving the world by orchestrating Nagash's assassination but by this point Nehekhara was entirely undead living within the relatively small region now known as The Land of the Dead. part of Settra's problem now that stops him from reclaiming everything is that he's got a limited army of undead and doesn't exactly have a crowd of Necromancers to raise more. the Mortuary Cult can keep on recycling the souls to put them back into the same bodies over and over but once the body is beyond repair that soldier is essentially gone for good, those animated constructs (which I'm pretty sure also pull from the same limited pool of souls) are pretty much the only way to fill in for lost numbers. it's a rather odd case where his undead army is actually *less* expendable than his old living army was. it doesn't help that other factions had around 850 years of building up and technological progress between Settra dying and Settra returning. he was also put back a bit by the fact that he was actually the last Tomb King to be revived, because the magical protection of his own tomb prevented Nagash from reviving him in the same way he revived all the others. even after Khatep (who isn't actually undead, just very very old) broke all the seals and revived Settra he found himself immediately in a civil war with all of his various successors that had been awakened by Nagash and had already started building their forces into separate factions. as for why Settra doesn't seem to do much besides chase after thieves and tomb raiders, immortality seems to have given him a degree of patience he lacked in life. the only time where he seems to feel the need to rush things is to pursue living people that he feels have wronged him, because he can't punish them if they die of old age first. the job of restoring Nehekhara to its former glory has actually been assigned to Khatep, where a full restoration to Nehekhara's golden age (how it was during Settra's original rule) is the condition for him to return from his banishment. also Nehekhara wasn't a desert when Settra conquered it, it was actually a fertile and verdant paradise. then Nagash happened. twice. Nagash is the reason it's now a barren wasteland inhabited only by undead. part of Khatep's job is to fix this too.
Just one detail ; Nehekhara wasn't a desert back in Settra's time. It became a desert after Nagash poisoned the waters of the vitae river with warpstone. I know that from a geographical point, Nehekhara should've been a desert from the beginning, but that's what the lore says.
