This video explains the 14 CFR Part 91 Rule for determining if you need a destination alternate airport for preflight fuel planning, using what is commonly called the 1-2-3 rule. Come play "The Alternate Game" and see how you do! This video should prove especially helpful for IFR practical test prep, oral test prep, and it's also a good review for dispatchers!
Answers so you can check yourself:
1900Z: Alternate required
2058Z: Alternate required
0930Z: Alternate required
1402Z: Alternate required
1501Z: No alternate required
Also, any ETA that falls within 2200z to 0559z would not require an alternate! (This was not mentioned in the video but thanks to user xxhockeymaster03xx correctly for pointing this out.)

Also, regarding destination alternates that is easy to be over looked, the regulation says REPORTS or FORECAST or any combination of them…. This means that if the TAF did not require an alternate per the 1-2-3 rule BUT our flight is less than 1hour in duration (from out of the gate to wheels down at dest), AND the METAR at dest at the time we left the gate was 2 1/2SM and BKN019, then we DO require an alternate. In the 121 world, we determine if the flight is 1hour in length by adding the burn time on the release and the taxi out time on the release. If that calculation is less than 1hour, then we have to have an alternate if the dest METAR is below the 1-2-3 rule. Also, in the 121 world, ETA is always considered estimated WHEELS DOWN at destination and not in the gate. Just something to think about:)

Absolutely correct. And from talking with various dispatchers, I have heard that what you described is typically what they do - if the flight is shorter than 1 hour, the METAR (report) also applies. Thank you for lending your expertise (I'm sure you're a 121 dispatcher?)

If your ceiling is 2000 and vis is 3SM, right on the dot, you do not require an alternate. There is plenty of time in that TAF provided where you do not require an alternate, just a heads up. Not just at the bottom. Specifically, an ETA that falls within 2200z to 0559z would not require an alternate.

I see what you are saying - thank you for pointing this out! The times I picked for the "game" are those that make an alternate required (sometimes due to the +/- 1 hour requirement which is very often missed.) It is also important to know how a FM line in a TAF works which is another often confused area. But you are absolutely right that from 2200 to 0559 would not need an alternate.
