Because the craze for government job in India is so high.Youngsters mainly focus on studies.Not even 0.5 percent people choose sports as their career.Even that 0.5 percent people after they get succesful in Olympic level or became a champion in any sport like boxing they will get offered government jobs by their respective states and athletes are seeing it as a lucrative offer and not prioritising their pro careers.

It's same like why China is not world champion in Cricket and football bro. Different countries youth is motivated towards different sports.
