Illegal Repeater, FULL interview! 

Please refrain from using the word illegal in radio communications, unless you can show a law citing what you're implying, you're just making stuff up.

Hes hitting you full signal, at 2 watts no less, on an improvised antenna claiming its at or around ground level. Insinuating it might be hanging off a staircase somehow. Yeah, hes close, real close to you. Mile at most. You dont need a fancy ham set up. Take a handi and something like a tea can, line it with aluminum foil then an insulator like a hand towl, then cut a 1"-2" slit down the side. put the radio inside and key up. Itll point you right at it. Take out a map, draw a wedge line in that direction. Turn your wattage down. Move to 2 more locations and repeat. Do that from 2 other triangulating /opposing locations. Thatll narrow it down really close. Put some aluminum duct tape on the slit to make it more narrow. Repeat triangulation set 1-2 more times. Itll walk you right up on it. Depending on various factors and your skills, it should take more more than 15-30 minutes. Be careful. Dang trip and fall hazard situations. You might accidentally trip and rip hos poor antenna from the radio. FCC, like life guards, can suck at times, all telling us not to run around the pool and not act reckless n stuff, dont be bring glass nottles to the pool... and be civil and mindful of other peoples rights and freedoms as well. I should be able to neing to the pool as many glass bottles as i want in my fake protest about civil disobedience, regardless of whos kids might suffer for it.

A little hand handle, a yagi, and an attenuator you would have it location in less than a hour.

This isn't the jammer that has been hitting Crest Communication lately is it? Last week net it was hit pretty hard.

This is kind of a joke is it not? The simplex repeater is common use (especially for testing) and not an issue anymore than anyone else talking on the channel.

This is some weird stuff, right here ! Sounds like someone is a legend in their own mind ! What they're doing is neither high tech, nor hard to do ! Probably just read the instructions that Radio Shack provided ? And if someone really wanted to locate it, it's fairly easy, even for the uninitiated ! But no matter where you go in life, there's always a rebel rouser ! Typically a loner, that didn't get enough attention as a kid !
