To be fair, all the ones that were shown that are not Scions are Grenadiers (or equivalent) which fulfill the same purpose, sacrificing some gear and training for battlefield experience.

Let's Face it, Cadian Kasrkin are better than the puppets of the Ordo Tempestus. Since they fit better due to the fact that they had to earn their right as Elites when the Ordo Tempestus just did it Spartan II style.
