The objective of this project from the Texas Department of Transportation and the Center for Multidisciplinary Research in Transportation is training TxDOT personnel in assessing current Portland Cement Concrete pavements and developing efficient overlay strategies. This includes the creation and updating of documents in the TxDOT Pavement Manual.

The section of highway I frequently travel on had a surface prep featuring grooves perpendicular to the direction of travel, which allowed drainage to the shoulder and some additional traction, especially in a braking situation. A few years ago this section was resurfaced, with the grooves now being parallel to the direction of travel. They now hold water and I have personally narrowly escaped 4, maybe 5 if i wanna be picky, near misses from a small car hydroplaning while traveling at speed, as if they quickly yanked their steering wheel. We know they didn't. It had rained, it was not raining anymore but the water could not drain like it used to before the resurfacing. The resurfacing is very reflective too, almost as if the pavement was semi polished. This is very bad on evening drives after a rain where the sun is coming back out. With the water not draining, the semi shiny surface, you cannot see a thing! This is very dangerous. Yep, that semi polished surface is a heck of a lot more slick, esp in wet conditions. This particular stretch of highway Im talking about is one I know very well. Ive seen it grow from just asphalt with a large grass median for future expansion, to getting that expansion, to the community growth it spurred, etc. But now a days I can almost guarantee you and everyone above you on your org chart, that there is a wreck EVERYTIME it rains now. What where yall thinking? I wish I could see the minutes from those design reviews. It would probably be embarrassing to the dot i bet. I mean, what justification was used to go with this resurfacing? Did yall even do a study on the effects of such a change to drainage AND traction available from a shiny new surface? Yall messed up here. Bad.
