This has happened to other clippers. One of the Aqua clippers has had to set up a new channel as a result. What they want to see is more than the original clip with subs on it apparently...i.e. via additional editing with additions to the original clip. What they really want is either added commentary...OR, ideally on screen presence with added commentary. Clearly that is not practical for a clips channel...but that is one of the major things they favour. They want to see the original work to have been in someway transformed...i.e. via editing...with the addition of original graphics, images etc There's a whole bunch of stuff out there about how to avoid the 'reused content' hit...you'll probably have to research it...and you'll probably have to start a new channel if there no luck with an appeal. Onion Dealer [TL] is the new channel of the Aqua clipper I referred to. You could look at what they are doing and adding to their videos now. Their original channel that got hit with the same thing you did was (Hololive are Idols [TL]). That might give you some ideas. I am assuming it's working for them...but it's YT so that might change at any minute.
Hey man, I feel you. I'm also a clipper and have been doing hololive compilations with heavy editing for quite some time and I've been also hit with the 'reusable content' claim. It's so frustrating and I probably have to also stop making hololive videos and find other sources of income. Let's hope something is gonna change and RU-vid is gonna give us our monetization back.

iirc, Hololive are idols channel got something similar to this which made him/her unable to upload videos on that channel anymore and had to create a new one
You could set up a patreon/kofi/etc; YT is just not reliable for generating income unless you're big enough (ie: million+ subs, etc) to actually get a human to respond to you when YT inevitably screws things up.

This is coming a bit late, but I'm so sorry to hear this. The same thing happened to Murasaki Ringo's secondary channel a month ago! I wonder why so many VTuber translation channels are getting hit with these claims all of a sudden?
Honestly, I feel like soneone should take RU-vid to court over all the mental stress they've caused almost every youtuber every time they make changes to how the site is moderated. If for no other reason than to show them and the world how stressful it can be to a creator when something like this happens and all RU-vid does is literally nothing.

RU-vid (and most other corporations) genuinely underestimate how much time, effort, resources, and circumstances it requires for translation work, until they have to pay for it out of their own bank accounts...
