The only question is, in the Qur'an, where is it mentioned that interest is present only in case of money against money? Interest is interest. In the past, there was no paper currency. Trade was done on the basis of silver and gold
No sir , Anything lent for a period and taken back with any increase is RIBA. For example if I lent one lakh rupees and make a contract that while returning the other guy has to give me back 1 lakh rupees plus a plate of biryani then the biryani is RIBA , it doesn't matter whether the increase is money or something else ,if the condition is made earlier or demanded later by person who is giving the loan then any increase in the original amount is RIBA. If the other guy while returning one lakh rupees gives a gift out of his own wish then that is not RIBA. Regarding late fines for school fees ,the day fees becomes due the school becomes a lender whose money is due on you and if the school charges extra money for the delayed payment then it's RIBA. If there is no other way for a student then while paying this RIBA he is sinning but this sin is not out of his own likeness rather one is compelled to do so because he or she has no other option, given a chance nobody would like to pay a fine thus one can assume the sin is higher on the side of lender or school than on the person who is paying the late fine. One should try his best not to delay the payment to escape from this sin . Not signing the contract for paying late fine is not practical in non Muslim countries because overwhelming majority of schools have this rule. Allahu Aalam.

السلام علیکم I am a student of knowledge and adhare to most of your fatwaas even if salafi scholars oppose. Although, this fatwa of yours is incomprehendable because it's not increase on leant amout because there is No lone involved and by definition Rib'a is increase on leant amount. For example, I run a hostel and we charge fines for various violations like using a high power device, delaying rent or smoking weed act. So I disagree with this opinion. May Allah (s) guide us and make things black and white.
