I'm from Ireland and in Waterford we talk about someone vexing me or 'giving me ire'. I never thought of them as old fashioned before but I guess they are.
Its the same way in The United States. We'd consider her a "Step Mother". Which means by relationship and not by blood. She still holds the Mother's position if the biological mother is deceased.
