Offering food would be a different thing because it would teach the seal to actively seek out humans in hopes of receiving food. The simple act of petting it or touching I don't think would motivate it to approach humans anymore than their behavior in this video did.

They were on an eco-tour - the rule is "don't touch the animals" but if the animals touch you it's okay to sit there quietly. It's for everyone's safety: Mama Seal is the size of an SUV, and if she shows up you don't want to be caught hugging her 300lb baby.
