He is Late. Sheikh Abdul Basit Abdus Samad (May Allah forgive him and grant him higher ranks in jannat). He was Egyptian and a very well known Qaari of Quran. In this video he is reciting Quran Surah Balad, Shams, Duha, and Nashrah. This is very old recitation, recorded in Chicago, USA in the year 1986.

Yes , the unparalleled Quran reciter Abdul Basit stunned the Soviet union parliament when he accompanied by Egypt’s then president Abdul Nasser at the invitation of then Soviet President.
