Seems like a reasonable trade to me. India needs oil and Russia needs weapons so they both benefit. Why should the USA dictate where India or other countries for that matter can buy their oil? I think the days of the USA forcing all other countries to do whatever the USA says are about over. Time to allow global trade without USA control. A free trade system is the fair way to operate.

India was the USSR's main armaments importer, and even after the collapse of the USSR undertook an exemplary regime of military cooperation with Russia. The Indian military was built with Russian and Soviet armaments. So it's only natural that not only Russia should sell its armaments, but also buy from countries with a long tradition of trade with Moscow. Like India, for example.

Sanctioned as it is from western markets, why wouldn't Russia develop better trade links with india? India is already a substantial market for sanctioned Russian oil products refined and marketed to the West. As far as weapons go, aside perhaps for things like ammunition or mines there would be few Indian weapons compatible with Russian equipment.
