It is true that what differentiates them is the historical background. But actually there is a more striking difference, namely the "legal situation". (1) "historical", Papua was part of a Dutch colony, just like other parts of Indonesia. (1) "legal", the integration of Papua is also approved by the international community, especially the UN. And if there are still mistakes in managing Papua, it goes back to government issues. Because if all problems were resolved with "independence", Indonesia might have been wiped out 50 years ago. Indonesia is not a religious country, nor is Indonesia a racist country. So it becomes irrelevant if the Papua problem is always equated with the apartheid situation. FYI, one thing that is racist in Indonesian law is that it requires native Papuans to serve as high-ranking officials in Papua.
