infer, thats the whole point- the one shot gag- makes people smile like a true hero appeared, instead of doubting "but you cant beat him". in other anime, when the mc arrives, most of the times (unless its after a training arc) they get beat hard. but not with saitama, and thats what makes him a true "hero" in textbook definition.
