The dude knows he is good looking and his oozing confidence, and its obvious that he has enough experience doing this, his looks are what carried the beginning of the approach until she admitted she found him attractive and he went all in without having to continue feeling out the conversation. That said, confidence is still important and can make up for other things when approaching whoever

No levek of smooth talking will make up for a lack of attraction. Hence, 'rizz' is literally just how attractive you are to people in general terms. So someone who is attractive to a majority of people will have amazing 'rizz' regardless of their approach and personality.
