Ok, so Infinity Ultron was literally killed by being erased from existence, so Dio's reality overwriting punch could easily one shot him, he's faster via stomping and blitzing GER who moved flawlessly in a timeless void, making GER and Dio's speed infinite while Ultron is stuck at MFTL+, Dio has a slightly higher ap advantage via GER and Funny Valentine upscaling, as well as bypassing people being immune to the time stop via Jotaro being able to move and react within stopped time, and Over Heaven Dio's time stop stopped that entirely.
