Incident Report Narrative: On August 11, 2024, at approximately 7:30 pm, I, Trooper C. Blount, while on routine patrol, observed a black Infiniti Q50 sedan north on US Hwy 319 (Capital Circle SE) just south of Conner Blvd in the center lane of travel. I observed the Infiniti begin to change lanes into the outside (right) lane, which was already occupied by another vehicle. The Infiniti came within inches of colliding with the other vehicle. The uninvolved vehicle that was in the outside lane swerved to the right to avoid a collision with the Infiniti. The Infiniti then swerved back left into the center lane.
I activated my emergency lights and attempted to conduct a traffic stop on the Infiniti on Capital Circle NE, just north of Conner Blvd. The vehicle appeared to be slowing down in order to pull over to the right. However, there was an uninvolved vehicle between the sedan and my marked patrol car and a semi-truck next to me. For an unknown reason, the black sedan quickly sped up, obviously fleeing from my fully marked patrol vehicle, with sirens now activated.
The Infiniti continued to accelerate and began weaving through traffic, disobeying the traffic control device (red light) at the intersection of Capital Circle NE and Easterwood Dr. The Infiniti continued NB making a right (east) turn onto Eliza Rd. As the Infiniti approached a roundabout, it turned right (south) onto Weems Rd. and proceeded to pass multiple cars over a double yellow no-passing zone at speeds greater than 70 MPH. The Infiniti continued on Weems Rd. until it reached the roundabout at Weems Rd. and Easterwood Dr. The Infiniti then proceeded east on Easterwood Dr. at speeds greater than 80 MPH in a posted 25 MPH zone. The Infiniti slowed to approximately 50 MPH as it drove through an active park (Tom Brown Park) and increased its speed to over 60 MPH with disregard for the safety of others while in the park.
The Infiniti approached the intersection of Easterwood Dr. and Conner Blvd. and turned left (east) onto Conner Blvd., disobeying the traffic control device (red light). As the Infiniti traveled on Conner Blvd., it was traveling at over 80 MPH in a posted 40 MPH zone. The Infiniti approached the intersection of Conner Blvd. and US Hwy 27 (Apalachee Pkwy.), turning left (east) onto Apalachee Pkwy. from the right turn lane. It also disobeyed the traffic control device (red light) at this intersection. The Infiniti continued east on Apalachee Pkwy. at speeds greater than 120 MPH in a posted 55 MPH zone, weaving through traffic. The Infiniti stopped on the right shoulder at the intersection of Apalachee Pkwy. and Hampton Creek Dr. I exited my patrol car, with my gun drawn, and ordered the occupants out of the Infiniti. The Infiniti then began to flee again.
I returned to my patrol car and was able to catch up to the Infiniti traveling at speeds greater than 130 MPH in a posted 55 MPH zone. The suspect vehicle approached the intersection of Chaires Cross Rd., slowed, and continued east. The Infiniti slowed down to approximately 56 MPH, at which point I determined I had a safe speed and location to perform a PIT maneuver on it. I made contact with the left rear bumper of the Infiniti with the front right of my push bar and was able to successfully immobilize it, ending the pursuit and the danger to the public.
I exited my vehicle, gun drawn, and ordered all occupants out of the vehicle. The passenger exited the vehicle with his hands up and placed them on the hood of my patrol car. The driver then exited the vehicle, also with his hands up, and walked to the rear of the Infiniti, placing his hands on the trunk. The driver was identified as Cedric Perry Jr. by his name and date of birth, verified through FCIC/NCIC. The passenger was identified as A'jaris Joseph by his name and date of birth, also verified through FCIC/NCIC. Perry was placed in the back of my patrol car with double-locked handcuffs. Trooper Sheffield arrived shortly afterward to assist me. Joseph was placed in the back of Trooper Sheffield's patrol car with double-locked handcuffs.
At approximately 7:41 pm, Miranda warnings were read to the driver (Perry), who did not wish to speak to me at that time. Pre-Miranda, Perry stated there were drugs in the car.
A black Ziplock bag was found in the back seat containing a green leafy substance. The green leafy substance weighed 35g with packaging and was field tested using a NARK, testing positive for marijuana. Perry was asked who the drugs belonged to, and he responded that the drugs were his.
A'jaris Joseph was released on scene with no charges. Cedric Perry was placed under arrest at approximately 8:23 pm for Fleeing or attempting to elude a LEO with disregard for safety to persons or property and Possession of Marijuana over 20g. Perry also received a traffic citation for Improper lane change and was transported to the Leon County Jail without incident.
