Franco Alberto Paez Tejada The thing about Joker that unlike other villains, he has no real goal other then chaos, he is completely unpredictable, and there is literally no line he won’t cross just to amuse himself and/or to cause pain and suffering. The other thing is, despite being a crazy non-Meta Human, everything about the Joker prior to his transformation is a complete enigma. He has multiple backstories and any one of them could be legitimate (even Joker himself doesn’t exactly know who he used to be). Because of that, nobody knows who the hell he really is, where he came from, or pinpoint what exactly his mental illness is. (Mainly due to the fact that despite being nuts his mind isn’t hindered in the slightest when it comes to complex planning.) Basically, with the sole exception of Darkseid, Joker is considered to be the the most evil and despicable villain in the DCU.

i question that exception to me Joker is the closest thing to the Devil i have ever seen in created media as a whole even most depictions of the devil himself

Though that's not always the case, it's not really the bad day as much as it is how you react to it. In Brave and the Bold, a heroic version of Joker (who was still red hood) also got thrown into chemicals, but however while his psyche was bent, he didn't break. My point is no two people are precisely alike. Even two versions of one person aren't necessarily going to always have the same reaction.
