Some of them, if not most, were recognizable, and Raiden was one of them. Later on, someone "leaked" more info and told, among other things, that they thought of adding Raiden, but decided against that, although an idea to make him into special skin for Black Manta (was among silhouettes too) is not off the table. That tweet got taken down though. Take this all with a sack of salt ofc.
