That's actually not a vtuber, but an animation (yes, you can do animations here as well as vtuber models)

wait, did i see an eye dropper?? is it going to have minor texture editing capabilities because that would be such a life saver for fixing little texture glitches.

Is there like an "animation mode" or is it just for v-tubing?

Yes! the Animation Edit mode is entered using to top-right button of the main user interface. Video can be exported via FFMPEG, but you need to have it installed. See: docs.inochi2d.com/en/latest/creator/video-export/index.html
