To attract investment they created special economic zones which had separate policies such as tax breaks, free movement of goods and low tarrifs. Shenzen was the first city to be created as a SEZ. It was one of the first cities to saw rapid development. If you search for 1980-90s Shenzen it looks really like India of today.
