They had to suspend their citizens freedoms and enact martial law to actual go after the criminal gangs. But first they focused on stomping out corruption in law enforcement and government. It required a leader with powers of a dictator to achieve what El Savadore did. It only happened because El Savadoreans lived in fear from organized crime for nearly 20 to 30 years.
