My guess is that the close insert shots of the newspaper on fire that said the "Pink Panther diamond stolen again" as well as the shots with Francois and Dreyfus were shot for this film _Trail_ but the main shots of this scene featuring Clouseau as played by Peter Sellers were shot specifically for the original three-hour edit of _Strikes Again._ Possibly the newspaper read that Dreyfus was about to have his case reviewed by the Sanity Commission, Clouseau set fire to it as Deputy Commissioner LaSorde sent him and Francois to go out to the insane asylum before the sprinklers were set off, the drive expecting to be a surprise visit for Dreyfus by Clouseau followed by the tampering with the pop-out lighter until they arrive at the hospital where Dreyfus has his session with Dr. Duval.

Great Great film and only clouseau could blow the tobacco out of his pipe and cause a fire. Do you have the other clip where he is lighting his cigar and puts the lighter lit in the drawer and then his superior opens the draw and bingo. Priceless.
