depends on the country, in North Korea it's illegal to own or operate a shortwave radio and you're considered a terrorist if you have a cell phone!

Civilians are allowed to own this equipment. They are allowed to build and launch repeaters on satellites too. Hams have been doing it for years by partnering with other planned satellite launches. They just don't have anything in geostationary orbit over the US, because it costs too much money. Unless you know a rocket scientist and feel like donating a few million dollars to build and launch a free and open repeater into orbit, it ain't going to happen. Also, even if it did happen, and nothing broke along the way. There would be so many idiots talking on it, that the whole thing would quickly become useless, and annoying. The only way would be to launch a geostationary digital repeater with multiple open channels and a large enough power supply to handle 24/7 operation across all of them.

So much? Get someone to work for an hour....It gets to 150$ very fast....ANd i'm sure 15 minutes will be accounted as 1 hr.

Those mods are not easy. And you have to get the right radio. Also the case of using a transverter, you have to construct or modify it.....not easy task.... And some know how to use the right frequencies to avoid problems with the military....

#1: An Amateur Radio License only allows use of the Amateur Radio bands, not military bands. #2: The satellites aren't "abandoned" the U.S. military is still using them, any military traffic will be encrypted but the satellites pass through any signal whether digitally encrypted or analog. That's why these Brazilians are able to piggyback on them with their analog signals. Possibly interfering with U.S. military use of them. If they stopped functioning or were replaced the old satellites would get de-orbited rather than being left up there risking a collision with something else which would cause space debris. #3: You need permission of the US government to US government property. I'm not sure if there would be a situation where a private amateur radio operator with a "MARS Permit" (Military Auxiliary Radio System) would be asked to pass communications for the military through these satellites for the US military or if those permits are only for specific "MARS" frequencies. I'm a little less familiar with that area. There is a Wikipedia article on that. en.wikipedia.org/wiki/Military_Auxiliary_Radio_System I imagine it's pretty unlikely that would happen though.

Breaking those rules in this particular case could get you several years in prision. In practice it is not so fast (typical of governments, they don't care, unless it is on the news...)

You can, it just cost a lot of money. There are cube sats hams can use, but they are not just simple FM repeaters.

@@RedMesaLabs I'm aware. I'm saying, it's a shame that no one but the US government has been able to put up geostationary FM repeaters that run on UHF. And, yes, while it's possible to do, it's not really... SSB LEO sats are a waste of time. They're not useful for anything but call sign exchange, and bragging rights. I would trade out all the ssb transponder LEO sats for 3 VHF/UHF geostationary sats any day of the week. Put something up that can actually make communication possible with cheap, portable, equipment.

Those exist (with CTCSS acess), but are not very common, to avoid simple pirate use
