It pretty much still is, as there are still many swaths of communities around Los Angeles that will be difficult to live without personal transport. Phoenix and Dallas are also in a similar bad situation when it comes to public transport. One thing that really impressed me was how good the public transit is in the UK. Not just London (as you'd expect from a big dense city), but even all of the small towns had great public transit, with mainline busses and trams running every 5-7 minutes. Places like Oxford, and Nottingham. Whereas even in a pretty moderate sized city like mine in Canada (Winnipeg, 800,000 population), the busses only run past my place every 30-40 min or so. :-(

Yeah, while most of North America was developing and expanding its roads, Europe was developing its public transport. As for my knowledge, New York, Boston, and Washington D.C. are the only few cities that has public transport atleast up to standards with Europe.

The subway needs to catch up, but the bus system is pretty good.

LA gets 12-15" of rain per year. It's a Mediterranean climate. If you want to see a true desert you have to go east to Palm Springs and Mojave.

Med climates have a wet and a dry season. True deserts gets less than ten inches of rain per year. There's plenty of that east of the rain shadows from the mountains.
