That wasn't really an thing in feudal Japan, raising an foster child yes - an foster daughter until she married, an foster son until he got an job and/or got married too. Adoption wasn't really an thing in Japan until the late 1980's, even then its reserved for children under 6. Shippo is 50 years old = human equivant 8/9.

Shippo's mother died when he was just a baby & his father was murdered by the thunder brothers, Inuyasha & Kagome found him in an old battle field while eating lunch ( this is in the actual episode and its cannon) later on inu helps shippo avenge his father and shippo joins inu & kag on their journey to find the jewel shards. I'm guessing during the 3 year separation in the final act Shippo decided to spend his time with inu when he was depressed that kagome couldn't return. But when she did return and when they were married they gave shippo a home and adopted him.
