Investigating Phoenix’s special settlement agreement with a top cop

As part of a special arrangement, the City of Phoenix agreed to change the findings in a discrimination investigative report, close active internal investigations and not conduct any future probes into the police department’s former second-in-command. The city’s “negotiated settlement agreement” with former Executive Assistant Chief Michael Kurtenbach was signed by multiple high-ranking officials, including Chief Michael Sullivan. In return, Kurtenbach agreed to retire and not take legal action against the city.

Can't take it from the general fund, but you can garnish an individual pension. Cops have 'acquired immunity' because we know they are unintelligent and too poorly educated to know the laws they enforce at gunpoint. It is possible to remove that acquired immunity by educating the police, (on video because they lie and are stupid.) If it can be shown, in court, that the officer knowingly violated the law after being educated, they can loose their acquired immunity and be subject to leans on their wages, pensions and even homes for judgements against them. It ABSOLUTELY could be taken from police dept. budgets (currently being spent on ridiculous militarization, body armor, cameras that turn off when convenient, etc.)

@@ArunSudama-ur2cd Won't happen. The cops virtually never pay settlements, and the state laws will likely never change to make them. This is not a federal issue, it is states rights, so each state would half to make it law, and even in the blue states that is unlikely to happen.

That Settlement Agreement demonstrates the fact that every signatory lacks Integrity, Ethics, Scruples, Honor, Honesty, and Respect for the law! What did Michael Kurtenbach have over all the other signatories on that agreement that he could get them to submit to his quid pro quo? Every last signatory should be fired for allowing themselves to be manipulated. If they did it once, they will surely do it again! The system and the voters need to wake up!

To be fair, no one can 'police themself'. That lie is at least as old as 'trickle-down economics' and the police, the Pentagon and the SCOTUS all need to be audited by outside agencies and criminal behavior currently being protected by corrupt officials should carry 2x penalty for anyone who takes an oath to serve the people and the Constitution. That oath means public trust and violating the public trust makes a rapist cop at least 2x worse than anyone without a badge conferring acquired immunity.

How the Phoenix Police department INVESTIGATES ITSELF ? Say it isn't so !! --- How many of these stories do we have to see before the Public wakes up and stops trusting law enforcement ? In my state of Kansas, we just had a judge force the Kansas Highway Patrol to pay over $2 Millions for violating civil rights. This isn't a few bad apples like I hear so many people say....this is hundreds of officers. To go even further, how many officers are on the Brady list in just Arizona alone ? ABC 15 says there are over 1,800....that is NOT a few bad apples.

Plot twist. This allows local, state and now federal law enforcement to patrol the streets. They just want an excuse to hire more feds aka U.S. Capitol Police. Why hasn't the entire department been suspended PENDING the DOJ investigation? All policing needs to be done by the sheriff's department and nobody else.

Courts have ruled that it is not their job to "Protect and Serve" you. That only applies to fellow officers. No badge, no gun, you are the enemy.

As citizens we need to start telling the judges. As a community we investigated ourselves and found no wrong doing. See how that crap flies. 2nd in charge and gets to retire and go onto a different department with retirement pay. This will continue to happen until we the people put a stop to the 2 tear justice system

Thank you for continuing to investigate when the police investigators we hire to investigate are reluctant to do so. Police departments consistently seem to work harder to protect themselves than the public. Much more transparency and community oversight is essential to prevent our protectors from becoming oppressors. Expecting police to oversee themselves has been a joke, they behave more like a gang than an organization for protecting the public. Police unions have become an insurmountable obstruction to reform. Police contracts that impede investigation and discipline of police officers have to be renegotiated.

Whenever the topic of police comes up, people always say “it’s just a case of a few bad apples.” The expression is not “a few bad apples are really annoying” or “one bad apple makes the others look bad.” It’s “one bad apple SPOILS the bunch.” That’s why farmers get rid of bad apples. They don’t defend bad apples. They don’t give bad apples promotions. They don’t let bad apples take early retirement with full pensions. They throw them out to protect the good ones. If police departments want the respect of the public, they have to earn it by showing us they actually care about their product. Until then, it’s perfectly reasonable to assume the whole barrel is spoiled, and the farmer doesn’t care.

Also as of April 4th 2022 the United States Supreme Court ruled on Thompson v. Clark, and that ruling states it is now easier to Sue Law Enforcement for malicious prosecution being that law enforcement in the last 10 years has caused the American taxpayer over $3.5 Billion dollars in lawsuit settlements.

Well being that a couple years ago the Phoenix PD went through about 3 years of an investigation by the Department of Justice for just this thing so yeah I think this is an ongoing problem.

My gut reaction to this is thinking he wants to be able to say he has a clean record when he goes somewhere else to be a police chief. Just like the current police chief in Prescott Valley has some ‘skeletons in the closet’ of poor leadership. It would be interesting to check back in a year to see where he is working. Thanks for hard work, revealing this behavior. so to speak.

I like to know why every time its an investigation on a Police Officer Criminal behavior and Possible Arrest, it takes Months of an investigation before a Police officer is Arrested, even when a video shows clearly wrong doing by Police, but with Citizens, they get Arrest on the Spot, without a through investigation, Citizens are automatically taken to jail just from an accusation. Police are not supposed to be above the law, they say, but they are absolutely ARE above the law by evidence.. Not only do they take forever to charge the Police even when you witness their crimes clearly, they take forever to investigate and still come up with there was no wrong doing by the police. Smdh. That's why more & more & more & more people are starting to Hate The Police System in this Country. And The Government their Superiors.
