I replaced the iPad cpu for the one of an iPhone 7 it powers on but it won’t activate is there anything I can do.

CPU is hard programmed, so to make it work you also have to swap, baseband ic, nand and eeprom chips, I don’t think and iPhone 7 and iPads share same chips other than the cpu but you could try
