The levels of an IPSC match is an indication of how much sanctioning, vetting and approval is needed from the IPSC committee (along with other technical requirements). So the higher the level, generally the more the international IPSC communitty gets involved. As a rough example from South Africa: level 1 match is usually your local clubmatch. level 2 is a provincial leage. level 3 is a national competition. level 4 is a continental competition and level 5 is your international World Shoot. The technical requirements are all covered in the IPSC rulebook, however, I hope the above is a basic explanation. Enjoy!
