I wud put my money on Pakistanis. They are an incredibly complex arena when it comes to how they fight modern day wars collectively, especially their air force is a class in its own, the only air force to have out fought the Israelis on all their engagements, no other than their eastern adversaries world remember that from as late as Feb 2019 when even battlefield presence of the Israelis wasn't enough to spare them the joint ignominy. I don't quite comprehend how they get that done for an economy like theirs but they get it done. Turks equally sophisticated though don't match the Pakistanis when it comes to proficiency of the air force, compared to the rest, they are comparable to western militaries. Iran on the other hand are a missile power, not as sophisticated or vast as the Pakistanis nevertheless strong enough to knock anyone's clocks off.
