Actually the editor's cut of Spider-Man 3 was 2 minutes shorter than the original theatrical cut. Calling it an extended cut doesn't really make sense.

They can't. The deleted scenes contradict the storyline of the theatrical release. You would end up with plot holes and character arcs that don't make any sense. Not that they make that much sense right now with the "multiverse" coming.

Before Tony goes to Gulmira. The only point of the scene was to explain the distances, but I too think it doesn't add much.

I think it adds some Interesting insight into Tony's ability to use his impressive intelligence tactically. Basically, by going to Dubai and using it as a base of operations, It gets him in the region, and the "party" was camoflage. Call it Plausible deniability, "honest everyone... when that ammo dump owned by the same guys that held me hostage mysteriously blew up, I was screwing three models at my Dubai house... ask anyone from the guest list." the real "party" was the Gulmira raid.

Because he was fraternizing with the good guys
