Toga is just better because she have the best beta of the game. There are very few charachter thst can beat her in a 1vs1 (basically only kemdo amd really good kirishima). Also she is a sniper and her y is hood for tracking hiding enemies and confirm kills. You barely transform her bevause her basr kit is so good you want to remain her
