Please join the CSIS Europe, Russia, and Eurasia Program and CSIS’s Defense-Industrial Initiatives Group on Tuesday, June 11, 2024, at 1pm for a conversation on the launch of a joint report: Is NATO Ready for War? An Assessment of NATO’s Efforts to Strengthen Defense and Deterrence since the Madrid Summit. The conversation will be between Max Bergmann, Director of the CSIS Europe, Russia, and Eurasia Program and Stuart Center, Dr. Cynthia Cook, Senior Fellow with the CSIS International Security Program and Director of the Defense-Industrial Initiatives Group, Dr. John R. Deni, Research Professor of Security Studies at the U.S. Army War College's Strategic Studies Institute, and Sean Monaghan, a Visiting Fellow with the CSIS Europe, Russia, and Eurasia Program.
In 2022, NATO adopted a new strategy following Russia's full-scale invasion of Ukraine. To implement it, allies committed to strengthen their deterrence and defense. Two years on, the alliance has made substantial progress on defense spending, forward defense, high-readiness forces, command and control, collective defense exercises, and integrating Finland and Sweden. All this means NATO is likely ready to “fight tonight.” However, to fight - and thereby deter - a protracted war, allies still need to spend more, boost industrial capacity, address critical capability gaps and bolster national resilience.
Allied leaders will gather in Washington in four weeks for NATO’s 75th anniversary summit. Ahead of that historic meeting, this paper takes stock of the progress allies have made to strengthen their deterrence and defense since Russia’s full-scale invasion of Ukraine.
This event is the second in a series in the lead up of the NATO Summit in Washington, happening in July of 2024. This event is online-only.

Technically, Article 5 of NATO ("an attack on one is an attack on all") was invoked after 9/11 so that's why most NATO countries were in Afghanistan. This was the only time in history that Article 5 was invoked.

Mostly NATO is used as a collective band-aid so one country doesn't have to do all the heavy lifting. Kosovo for example was partitioned into NATO sectors where capable participants would secure areas [USA to the south in the more contested Pristina area]. Normally fighting a "war" isn't a good Idea for "NATO". That's done by the Americans and Brits and NATO fills in gaps so the stronger forces can refocus. Personally I would not want to fight a war using some kind of cobbled together NATO force(s)...I'd argue it would end in disaster. Basically everyone fights differently but the UK and USA fight very much in a similar way.

@@CantonBn To be honest, the US civil war was about: - preserving and expending slavery for the confederacy (as all the evidence demonstrate, their secession was all about slavery) - preserving the union for the union It only became a war to end slavery during the war. Doesn't change the overall point though. In an imperfect world, wars can't always be avoided and protect/bring a necessary change for the better like the end of slavery or put and end to the holocaust.

It seems that conclusively the answer, despite being officially answered in the affirmative, is a resounding no. This is worrisome. "Yes we are ready for a war but not a protracted war". Well surely that's the kind of war we should be prepared for.

Every one of these is made with the idea that other countries will be watching them, and therefore like it or not, will be considered. That means that these videos must be considered In the deterrence strategy, and therefore has a "chill" effect on the honesty of the speakers. Your reading in between the lines is necessary and I fully agree. This is my opinion as an educated guess.

Govt forgot that they are serving us, the ppl not serving them selves for their interests and business etc. They failed so they should be replaced for someone who can do better and wont drag us into war. Because if they will, its gonna be ugly. And war should be last resort, as u can see in UA. They simply failed. They are talking about war, war and war, war again but not a single word about peace. Ukrainian people got rid of Kremlin's puppet president Viktor Yanukovych when he refused the to join EU because Ruzzia told him not to. 22 February, 2014, Ukraine's parliament voted to remove him from his position. Fact: Euromaiden So many Ukrainians wanted EU that there were massive protests. Then with their puppet gone back to Ruzzia, they sent military into Ukraine. NATO did not start the war.

The conversation is mostly about conventional weapons. But nuclear calculation is different. It takes only 4 minutes for a Russian nuclear warhead to reach NYC from a Russian sub. For the US to reach Russia with its nukes it would take about 20 minites. This is why the US is so afraid to help Ukraine.

@@gumby2241 The money is inefficiently spent because there is no united Europe and no united European army. At present, politics would make that impossible. However, we can make it less inefficient. In particular, we need more joint projects, rather than so many countries insisting on their militaries using equipment invented locally.

I'd be very surprised if NATO militaries are adopting smaller and cheaper drones anywhere near as fast or on the scale as they could/should be. happy to be proven wrong though. watch it be dozens more overly expensive projects for too-big, too-ambitious drones - when clearly, simple and cheap FPVs have an insanely powerful effect in UA. just look at logs of vehicles/artillery being taken out and FPV makes up a very impressive proportion of succesful UA fires

Poland would be one. I do think the Europeans are getting more serious. I would even say the US hasn't been serious enough either. Frankly why I think the Polish would stand up strong is because of their crazy rate of growth in their military compared to the rest of NATO.

There are a half dozen NATO countries that together with Ukraine could beat Russia in widening of conventional ware. EG the US or Germany, or France or Poland, And pretty much any two or three could beat them *conventionally*. But with NATO boots on the ground we would see use of Russian tactical nukes, and have to decide whether this is worth ending the planet over. So it is a moot point.

Guys ,Russian shell cost 1000 USD and they make 15000000 pcs a year EU shell cost 4000 USD and we are able make 300000 pcs a year at most ,extend it to all stuff .The batle force ready acount for 3 months of Ukraine loses and all this cannot be fixed tomorrow .

One thing we learned about the Ukraine war is women manufacturing can't be held only in private hands. Women manufacturing and factories need to be built in secure locations in a different to produce shells. Missiles. In an expedited way. Ukraine war toward us. Engagements are not always short-term. So, most members of NATO are now spending 2% of GDP, the minimum amount of their contribution agreed upon, but never paid, even after President Trump publicly embarrassed them for their delinquency. I have no doubt that substantial arrears remain unpaid. Something tells me that NATO members in Europe have been freeloading their defence needs for too long. In my view, if they cannot collectively pay their dues, how can you expect them to co-ordinate a serious military campaign between 32 different countries speaking different languages? And then you have Ukraine. They say Ukraine is the most corrupt country in Europe, but the pole position in the World League has to be America. Nothing but warmongers. Good luck to the ordinary people whose lives will be wasted in this latest military escapade, WW3. Our prayers are with every one of you.

The use of the term "superpower" to describe nations has been prevalent for 79 years since the advent of the Atomic Age, yet NATO seems to have forgotten this historical context? Instead of fixating on archaic instincts, we should focus our efforts towards finding legitimate ways to benefit our modern economy. As our economy is inherently competitive and requires both separate and shared efforts, it necessitates more thinking and analysis. We need to work together and think critically in order to improve our economic standing and advance our society as a whole.

China wouldn't get involved. They may take the opportunity to make a go at Taiwan, but they depend on global trade more than anyone else, so it's not in their interest to fight literally all their best customers. They only care for Russia in order to play them against the US, they actually have a historical rivalry of their own and disputed territory as well. They aren't gonna bleed for the Russians.

I humbly suggest to the good people at NATO Joint Regional Command that the location of the South HQ in Naples is less than ideal. What will you do if the Campi Flegrei, Mt. Vesuvius, or both go off in the future? Why not choose somewhere geologically safer such as Genoa?

So while talking about the political landscape, are we going to talk about European populations tendency to support war, or replace its leadership. Because everywhere i look i see those political supporters of war are getting replaced. While your job revolves around military, you are ignorant to the civilian population who really decide if war is worth their investment. I would argue the majority in Europe are just waiting for a viable leader to build their own countries as they go about their lives. But end up with weak war mongers with low IQs and all these political protections.

Nobody wants to split Russia, the US sent plenty of humanitarian and financial aid to prevent it, they even forced Ukraine to give up its nuclear weapons and de facto accepted the land grab of Crimea. Interesting presentation. Based on this CSIS report It would be a HIGH stakes gamble to risk a war with Russia. There is also a fact a few NATO nations have stated they do not want to go to Russia. NATO's article 5. will be a first casualty of a war with Russia. I doubt if for example Poland make a mess and trigger a war, few will come to their rescue. If there will be a full nuclear war, the casualties would be in the billions. NATO must mull starting negotiating and end of this conflict. In my opinion too many have died already. It will take decades to figure out how many. The number of missing Ukrainian soldiers are in estimate 25 times higher than the KIA numbers. Peace please!

So baldy, you go somewhere, and you rent this huge space and you get every small electrician you can with industrial expertise, you look for control experts and you bring these people into your warehouse and you tell them what you have inmind. Its literally about going to the right people, if you want to build a production line, you need control gear, what your producing may require science, foam for example... and lastly you need engineers to design it and labourers to build it. Anyone can do it, its not hard, but the capital investment is huge and the defence contracts are held by hugely capable in invasive global organization with military level capabilities. Yeah like they are going to let drones destory their companies sales ahahhaha

But even so we are still *concerned* about oil because it is in our interests to ensure our allies and economic partners across the globe can access oil too. Why was the USA so successful during the Cold War? It implemented the Marshall Plan to economically strengthen its partners in Europe. The USA was the largest economy and opened its market to the products of its allies. The USA offered its allies a security umbrella with nuclear deterrence through NATO. As a result, America managed to push back the influence of the Soviet Union on Europe and ultimately win the Cold War. The alliance between Western Europe and the USA is proving difficult today. For example, Germany follows a mercantilist economic model and is therefore dependent on cheap energy and large growth markets. Russia and China can provide both of these for Western Europe like no other country. The USA, on the other hand, is becoming increasingly less important as an economic partner. And since the collapse of the Soviet Union, there is no serious military threat from Russia to Western Europe. Nevertheless, tens of thousands of American soldiers are still stationed in hundreds of US military bases and US nuclear weapons are stationed on German soil. If you look at the situation objectively from the US perspective, America is protecting Europe from the countries with which it has close trade relations. Europe's core interest, however, is to further expand its economic relations with the USA's biggest competitors. Don't be blinded by the politicians' rhetoric. Feelings, shared history, values, culture and traditions play no role at all in whether alliances really work. What matters is whether the interests coincide. And it turns out that the interests of Europe and the USA can no longer be reconciled today and this partnership will soon end.

What ever you replace your stocks with, will not stand up to what ever next generation weapons russian factories start producing in peacetime. I think what people don't grasp is the blackhawk helicopter had double the lifting capacity of the apache gunship, now if you have played COD you know how effective helicopter support is... Do you understand the old era NATO thinking involved here, where they put their entire investment into support helicopters? while operating nuclear armed bombers 24/7 NATO hasn't been investing the desired amount... How you think matters, you need a diverse ability to think from different perspectives to understand the full picture. Something we dont really grasp when we look out into space.

What next generation weapons? T-14 or SU-57? Both failed prototypes... Ukraine is also using mostly the soviet weapons and those few provided by the west are far from next generation. This war is not as much about the new technology as it's about a number of artillery shells fired and drones, often civilian drones.

@@05KAR Russia hasn't been in a conflict for a number of years, yes the Armada tank and Felon are prototypes, but apart from the limited air operations in Syria there is no real test bed for the effectiveness of stealth. Can't tell me there are F22 pilots that would love to fly over Ukraine just to see if they get pinged and launched on. But i wasn't talking about prewar prototypes. Russian will have an array of missile, both foreign and domestic and they will know what works and what doesn't. You call this a battle of artillery, i call it one of Ukrainian cowardice who had 5-1 10-1 odds in manpower and never pushed the advantage. But thats not the plan, plan is money, and you get money per hour, so the longer the war goes on the more enriched players get. Too put it simple, the goal in Ukraine was never to win, it was to move Afghanistan to Ukraine so contactors don't lose their revenue streams and Joe Biden's historical presidential account is him running out of Afghanistan.

Sweden is a success story of defence contractor rivalry i would argue, infact that is the strength of European countries is you can build these competing capabilities. It is the lessons from Vietnam...the econometric matrix used by Pentagon whereby they had considered the US military victory was based on the body count....well over a million Vietnamese killed...and yet, the Americans and their ANZAC Allies STILL LOST the War....Like Vietnam, the Donbass and Crimea and the East of Ukraine are peopled by Russian speakers and culturally RUSSIAN PEOPLE. In simulations as Russia, you don't need to expand, you have the largest economy, you just produce weapons. You produce so many weapons and manpower that you just walk over the entire map game after game. So this idea you expand into the Baltics, and link up with Kaliningrad is fine, but there is no reason to expand or start said war because the US, UK and Russia have been allies in WW1 and WW2... and haven't engaged in direct conflict like since. Plus, you only expand in war simulations is to stop you neighbours being a threat, because everyone builds up military capabilities in their grid squares to the point you can't move without excessive investment into explosives.

No mention of train logistics, and you failed to address the underlying issue with defence manufacturing and that is intellectual property, so are best you keep them operating 24/7 but with NATO density and expansionist ideals within the capitalists constraints i would have expect NATO defence industry to have downsized decades ago and run 24/7 operation leaving no surge capability. But in this pretext, that was the first focus of the Russian war effort and you see that in their failed offensive. They went to capture Kyiv without ammo, and now you look at Russian industry and even the economy because the defence sector has restarted all these old soviet era manufacturing sites that is causing the economy to bloom. The American notion of changing the Russian economy to a capitalist one was about the destruction of defence industry. The soviets could have switched and kept these plants operating but they didnt.

The ability for NATO to train troops is pathetic, from what i am seeing you have a backlog of offensive troops trained in Marines and Air Assault tactics trying to main defensive positions after the failed Ukrainian offensive. The backlog of ineffective troops is so long you have Ukraine against arming civilians in their home cities and releasing prisoners. Its not a notion of is NATO ready for war, is really is NATO prepared for a neighbour who is a terrorist state, with a strong sense of national hood to the point they have killed one another for a decade over their political support. While at the same time a 100% global socialists state that needs everyone else to pay for literally everything. Thats really the issue here, is Ukraine has already attacked NATO countries. I speculate that captured a Russian S300 in Kherson with ground to ground (nonexport) variant and tried to stage a false flag. Lastly, US,UK, Russia were allies in both WW1 and WW2.
