Tim actually explains his training methods in one of the later episodes. He bases his training on what the trainee needs to be more aware of and things that they may already be aware of so he is strict on Chen then later on when he receives his new rookie that is a combat veteran he teaches her how to be able to relax and slow down when she needs to rather than always be in combat stress mode all the time. Tim is a good T.O not racist
In the beginning, he was a cop who, while not racist himself, would "overlook" the racism of other cops, because he didn't think they could be convinced to change.
I really feel like Tim became a much better person after meeting Nolan, Chen, and Jackson. He was really troubled, especially since his wife was a drug addict who disappeared often, and wouldn’t open up to anyone. And then 3 rookies came and everything changed.
my head cannon is that after his wife left something changed in him, he didn't pull his punches and he wouldn't risk another great cop fall through the cracks because they get soft. He decided to bury himself in the one thing he loved above his own life, that was being a TO and top tier cop. Along the way, the rookies being the wonderful cops that they were, made him open up to them.
In a later season, Tim apologised for that iccident. Yeah, he did it just to test Chen, but he did it by 'using' inocent citticens; who where intimadated by him and simply wanted to go to work... so he admited he was disrespectfull and insensittive and that he should have not done a test at the expenses of civilians.

Uhh...he acknowledged he was being racist. Then got upset she didn't translate his racist rant (which had no actual instructions in it that needed to be conveyed). So it's pretty bad and definitely racist.
@@RepriseTheThemeSong He knew the guys and set this up to see what she would do in the situation. It was a test. He isn't racist, he is testing to make sure she isn't racist and to make sure she know what to do when she incounters a racist (specifically a racist cop).

He he mentions the casual radium could have been a test it could have been a test of also has she should have dealt with aswell. There are a bunch of episodes which deal with racist cops and I think the fact Chen didn’t do anything to Tim was also a test.
Considering the show wanted to be a close to the cuff to police politics they made Tim very unlikable in the first season. Compare this interaction with how that pinole police officer RU-vid channel and its almost identical rofl.
