Thank you for bringing this question up. I have seen that doctor on social media too. He puts up MRI’s of people he said were vegans and had high visceral fat. This topic/doctor should be talked about more. I feel like he is the new “beans are bad for you because of lectins” that needs to be debunked.

I guess the question 'does keto diet decrease visceral fat in the body'? The answer is simple: - yes it does. But how? - again the answer is very simple, if looked at a very high level (for the layman) - if you eat less carbs, body will not need as much insulin & pancreas will reduce producing it. Insulin is fat generating/retaining & with depressed levels of it, we will start losing fat. For most people, visceral fat dissolves faster, hence it ends up reducing fat. So what's with diabetes increase? I am not sure we have enough evidence on that, but if your body is fed little carbs & suddenly you eat / drink that glucose syrup, your body is not ready for it - hence the reaction to glucose overdose will be slower. Again, this is temporary, if at least. Eat less grains, your body will feel better, lighter, will make you satieted. If you are vegan, that's good, focus on the protein & fiber aspect - eat beans, lentils, soy. Cut out the grains & roots mostly. You will lead a better & healthier life

I suppose it will empty your muscles of 'carbs' and water, but that is not fat and I don't think that approach will scale well over a longer period of time.
