As I worked in few project for Flood protection levels home 🏠 design. So providing additional 2ft to calculated BFE is good measure to minimize devastation.. 👍

With power does that mean the county already hooked up a meter? If not how much does that typically cost?

Hi George! It means there's no meter hookup. It varies by county. I would expect a couple hundred bucks, but to get a better estimate, you can give the County's building dept. a call.

(no offense ) you must not know about Florida ,but the state elevation ranges from 20 ft near vero beach to t britton hill summit of 345 ft (105 m) oxygen needed to summit . Orlando fl has a elevation of 82' or Tallahassee Florida is 203 ' or Charlotte County's highest elevation is 39 meters (128 feet) which ranks it 38th in terms of highest elevations when compared to a total of 67 counties in Florida.

Around half the state is less than 10ft above sea level. That means during a category five hurricane, the storm surge is going to go way way way way way inland. She’s right.
