No. The launch platform is not the ship. This launch platform is on a ship for testing and safety purposes. Israel is a small country and they don't have any wide open testing grounds for missiles so they put them on a boat and test them out at sea in case something goes wrong. You can see that the launch platform is a big truck and it is just strapped down on the ship. These are no different than any other SRBM. When used they are launched from the ground. You can put any weapon system on a boat that is big enough but it doesn't make sense from a tactical perspective. Weapons like this are expensive and you want them in well protected areas, like a secret launch facility far away from the battlefield.

It is being tested, there is no missile range in Israel so testing at sea is much safer. the LV is actually a truck and would be deployed on land if ever used.
