Sure it is. There's no such thing as a hidden satellite. They're easily detected, tracked and monitored by civilian authorities all over the world. This is a reconnaissance satellite. It images the Earth using visible and ultraviolet imaging sensors and synthetic aperture radar, thus "spying" on points on interest in the territory of states that pose a potential threat to Israel. The fact that everyone knows it exists and what it's doing doesn't prevent it from observing.
