Not every single time does it become something more... very few political songs are so direct and powerful that they empower or motivate anyone, those that do are usually very overt like U2 Sunday Bloody Sunday or Fight the Power(which didn't even motivate people to action until police killed innocent people), any other songs... Beatles Give Peace a Chance, I think was drawn from the motivation of the people already had, it didn't instigate protests. And by the way, a country under attack should get support but shouldn't be allowed to do everything it wants.
