Sounds like an appropriate thing to say, until you think about it and realize the third law of motion is not at all analogous with retaliatory violence in armed conflict. There are leaders who retaliate disproportionately, who commit warcrimes and there are leaders who break the cycle of violence. Retaliation and revenge are not bound by the Newtonian laws of physics.
