I think the reason people were upset that she didn't answer her phone was it was a call from her friend. And if you're a friend and someone is repeatedly calling you, you might think that friend has an emergency. So, you might answer and find out.

This was a highly organised, well planned coordinated attack that took months in the planning and involved hundreds of Palestinians. A barrage of missiles and attacking at dawn on a holiday added to the shock and confusion completely overwhelming the IDF.
