I'm not entirely sure, but I think the red background was changed in 1977 when the clock tower was repainted in shades of blue

That is correct, however despite most of the rest of the soundtrack sounding exactly like it sounded in 1966 in 2003, the 2003 clock parade music was completely new at the time, and Disneyland version actually used the same clock parade music from at least 1970 (if not 1966) until 1997, which I have linked below. There was also a rare and short lived version from 1998-2002, which I've also linked a great recreation by Disneyland Musician, although I would advise that the description of that one says that it can't be used without the owners permission. No. This audio was still played after the clock was painted blue, but that repaint happened in 1977. The original 1966-1977 colors are what is seen here, although the gears were replaced around 1969.
