Two words….permeable surfaces. We’re converting to much more of these by my area (Toronto) although slowly. We have had increased flooding from overdevelopment but the way to prevent it is building swales, rain gardens, and driveways/roads/parking lots with permeable pavers. Yes, without these we’ve made flooding far more likely!

There were frequently terrain changing flash flooding every 5-7 years. Monsoon rains and sudden torrential downpours like waterfalls. Amazing thing to experience. But it's building boom are hardly "eco-friendly" and/or ethical for the environment. Really gross to see.
