Hi 00 flour comes from Italy and can be found in Italian grocery stores. It is similar to AP flour but 00 flour is more refined. If you can’t find 00 flour, you can substitute it with AP flour. Sifting means that the flour is passed through a sieve to aerate the flour and remove any lumps. Merry Christmas Caterina
