That's an excellent question. The reason is because the other nations were never given God's laws to keep so they can do what they want and not be under the same judgments as Israelites.(Psalms 147:19-20)
I believe you missed something in Hebrews 10:1 it said the law can never....WITH.... those sacrifices which they offered year by year continually make the comers thereunto perfect... It said with highlighting that the sacrifices are being done because the law of Moses required it. It is addressing the law of Moses not what is apart of that law.
