As Мариос Христодулу says, the complete song is in 7/8 except maybe the intro. Having been a very hardcore fan of Dream Theater in my youth I would love to hear cover version of them, as they are surely capable to do so! The annoying thing to me with Dream Theater though is that they often mash up too many time signatures. Sometimes it`s just like roulette and seems meaningless even with a underlying structure. A song can really be more expressive when sticking to one or two. As Ivo Papasov shows even just within one time signature the sky is the limit!

Whole piece is in 7/8 (2 + 2 + 3), the beginning is what we in Bulgaria call "slow melody", can't really explain it properly in English, the closest thing I can think of is just playing rubato with absolute total freedom.
