Yeah, although prime Kaiser is arguably still stronger than S4 Judai. S2 and early S3 Kaiser with his strongest Cyber Dragon + Cyberdark deck was so overpowered and also had amazing mentality. He got nerfed a lot later, first he used his weakest deck against Yubel (but he was still about equal) and lost for the sake of plot (they didn't give him limiter removal at the end so that Yubel can survive), then he got completely ruined and disrespected in S4. The last season of Gx was a disappointment..
Those are not their names. And in any case, prime Kaiser (late S2 and early S3) would either beat S4 Judai or it would be a draw. Judai reached Kaiser's level in S4, too bad creators never gave us one big final Duel. Kaiser was nerfed and lost to plot in S3 against Yubel, and then in S4 they completely ruined, disrespected and removed him. Rival type characters almost always get treated like that by the end, all so that protagonist can shine. But S4 of gx was pretty bad overall either way.
